Since Pop!_OS is based on Ubuntu, its release cycle is also consistent with Ubuntu, with new versions usually released in April and October, while long-term support versions are released every two years. Each non-LTS release will continue to be supported for three months after the next release, while LTS releases will be supported for five years.

Micheal Murphy, the developer of Pop!_OS, confirmed the issue, saying in the comments:
Instead of 22.10, we will focus our development time on the Rust implementation of COSMIC. Supporting multiple versions of Ubuntu takes a lot of effort, and a 6-month release cycle can really eat into development time and product stability.
It can also be seen from this answer that System76 may not be developing Pop!_OS 22.10 at all.
